The Greater Killeen Chamber of Commerce (GKCC) is accepting proposals for a website redesign. The GKCC is a volunteer-driven membership organization charged with providing vision, leadership and support to businesses and community leaders to create economic prosperity. The primary Chamber website should reflect this mission, promote the positive attributes of the community, attract new members and serve as a resource for citizens and visitors. This website should be easy to navigate while providing essential information in a concise and visually appealing format. A strong emphasis on high quality images is desired.
Audience
The audience for this website is both internal and external. The internal audience is comprised of Chamber members, leaders and investors. The external audience includes the wider community and others from outside the vicinity who are seeking information about the Greater Killeen area.
Current Website
The current version of KilleenChamber.com is primarily focused on the investment levels of the Chamber. Instead, the new website should include this information on an internal page and use the home page for visual appeal and navigation. The strongest content should be easily accessible on the homepage.
New Website Objectives
The new KilleenChamber.com website should reflect the cultural diversity and military strength of the community in both images and content. The website should be a collective resource where people can find the information they seek or be directed to appropriate websites such as the City of Killeen.
New Website Features
The new website should include:
- Responsiveness so that it is compatible for viewing on the majority of devices and web browsers
- Ability to post videos from the Chamber’s YouTube channel
- A hero image that reflects the community as well as social media links, search bar, simple navigation, appealing graphics, newsfeed, sponsorship spaces and platinum level Killeen 2.0 investors
- Functionality that enables Chamber staff to manage daily updates requiring assistance of web designer for more involved technical updates

Hosting
Please note that Greater Killeen Chamber of Commerce is only considering a Vendor-hosted solution. Third party hosting companies are acceptable, however, we require a dedicated server. It is mandatory that all proposals provide a three-year outline of associated hosting costs as part of their RFP response.
Content Management System Requirements
The most integral component of the website redesign is the need for a user friendly, robust CMS solution. This should provide the staff capability to independently and efficiently update 90% of the website on a regular basis. The goal is to give the Killeen Chamber staff an active role in maintaining content while the Proposer takes on a support role, as opposed to managing the website.
All proposals must meet the criteria outlined. If unable to do so, the Proposer should suggest an alternative and advise of the benefits for the substitute solution. Proposers should also highlight any recommendations for additional capabilities or modules that could provide value for citizen engagement and/or information sharing. Killeen Chamber prefers a Microsoft .NET CMS solution. However, all proposed CMS solutions are required to have the following:
- Ability for non-technical individuals to easily update and manage pages and banner ads.
- All pages should be easily editable including the capability to add links to outside website or existing Chamber pages, add and update images and banner ads, create forms when necessary, and add photo galleries in a simple manner.
- Must be Search Engine Optimization capable and up to Internet marketing standards.
- Administrator must be able to create logins and select user roles for all staff members. They should be able to quickly disable access to the CMS if necessary.
Integration Requirements
The integration requirements will include the following:
- Greater Killeen Business Quarterly will integrate via linking to Issuu.com
- Available Properties will integrate via API using Catalyst
- Directory, Coupons and Events will integrate via API through WebLink
- Videos will be embedded on Killeen Chamber websites through YouTube
- “Subscribe to our Mailing List” will be integrated via API through Campaign Monitor
- Newsletters will be integrated via API through Campaign Monitor
Additional Website Requirements
Blog, News, Events page should have an RSS feed. Additional pages should have the capability to have RSS feeds upon notification.
The website design should be intuitive and professional. The look should be a modern design and interior pages will be customizable based on Killeen Chamber needs. The Proposer should note that the Chamber will require a dedicated amount of time to discuss the design of both the home page and interior pages.
The Proposer should provide staff with user manuals, training tools, and troubleshooting information to create and maintain pages independently as needed.
Robust search capabilities should be implemented throughout the website and be prioritized and sorted by most relevant or recent content.
A site structure and navigation outline should be created with focus on connecting users to important information with little to no difficulty.
Meeting and Training Requirements
Greater Killeen Chamber of Commerce prefers the Proposers to have a strong Central Texas presence with availability for onsite meetings during development and training after development is completed. Meeting requirements will be, at a minimum, as follows:
- A minimum of one (1) face to face meeting at the beginning of the project to discuss the goals and the design of the website. The Proposer should also use this time to provide a suggested navigation scheme and design options. Additional meetings will be either face to face or via telephone as requested. However, the proposer should expect no less than four (4) additional meetings.
- One (1) detailed, in-person training for all staff users that will be associated with the website.
- Two (2) detailed, webinar or in-person training sessions, up to four (4) hours, if needed.
Support and Testing
The Proposer should provide support options and availability for the Greater Killeen Chamber of Commerce. This should include support via telephone or email that includes a four (4) hour time frame for response during regular business hours, Monday through Friday. In the event of an emergency, the proposal should also outline response times for weekends and holidays, if necessary.
Killeen Chamber expects the proposer to administer the appropriate testing before the launch of the new website. The website should be compatible with all popular web browsers including the latest versions of Google Chrome, Firefox, Safari, Internet Explorer and Microsoft Edge. Proposers should include a testing plan for ensuring the reliability, functional, and satisfactory performance of the website.
Proposers are responsible for ensuring the appropriate staff are available for all support, testing, and meetings.
Content Migration
The Greater Killeen Chamber of Commerce may or may not opt to migrate content from the existing website to the new Chamber site. Proposers may submit a scope for content migration as an additional line item. For the purpose of a budgeting scope, this should include a page per-page migration fee, inclusive of all hourly rates and labor associated with migration.
Additional Suggestions
KilleenChamber.com links with other relevant Killeen websites. While the primary scope of this RFP is for the redesign of KilleenChamber.com, other websites outlined below may be selected for rebranding or redesign. This will be contingent on both the proposed solution and the associated costs. Any website redesign beyond the primary scope are not required, but encouraged. This will help create a common theme amongst the sites.

Budget
A proposal should include any additional fees such as hosting, security, backing up the site, maintenance, technical support and ongoing service.
Proposal Requirements
Vendors should outline their vision for this website, a suggested timeline, platform and design examples. In addition, the proposal should include what is expected of the client in terms of images, content and graphics.

Bids will be open to any interested bidder but businesses that are Chamber members at the time the proposal is submitted will have preference. A bid from a non-chamber member must be at least 10% lower than the lowest chamber member bid to be considered when products or services are also available from chamber members. Please Note: The Greater Killeen Chamber of Commerce will not reimburse Proposers for any fees associated with the creation of the proposal, nor will we pay for any additional fees not included in the budget scope to include travel, transportation, or staff.
